In the internal hub of High Charity lay an extremely large capital city with a population of just over 23,800,000 San'Shyuum citizens and 7.7 billion Covenant Menials, known as the Golden City. The dome itself was called the Skin of the First Worlds and was made of dirt from the homeworld of every member species in the Covenant as a symbolic statement of unity and common purpose among the various Covenant members.
